PREFACE
The development of the Spit Tobacco Education and Prevention Plan for the
State of Texas is an initiative funded by the Texas Cancer Council and
administrated by the Dental Oncology Education Program in cooperation with
the Texas Dental Association. The plan is the result of numerous
collaborative meetings, hours of research and preparation, and unfailing
commitment and donation of time on the part of the following individuals

The planning process began in March, 1996, and culminated in January,
1997, with the production of the plan and attendant action plans for
achieving its stated goals. The plan differs from any that have preceded
it in that it addresses methods to avoid a potentially serious threat to
health, rather than a disease or the needs of a specific population. The
plan lays the foundation for achieving the vision of the planning
committee through collaborative, innovative, and scientifically sound
interventions.
The committee is indebted to Dr. Juli Fellows for her tireless and
enduring efforts in facilitation, Mr. Steven Michael Miller and Mr. Grady
Basler for their excellent staff support, the Texas Dental Association for
its hospitality, and Ms. Emily Untermeyer for her faith that this plan
could be written.
